Error while creating user through biller direct screen

Hi All,

          I am getting below error while creating new user from biller direct screen to the abap backend.

Some times i am able to create user successfully but sometimes i am getting the following error.

What may be the reason ?

Message Number     338

Message Variable     Error when communicating with the JCO RFC server

I have checked with JCO RFC server where the connection test is successful.

Did you put the proper reference id while creating the external user. Does the reference user has proper authorizations ?

I have maintained the proper authorizations to the reference user.. still issue not resolved.
