Administrator cannot use Organize in Personal Folders?

I am on BI 4.0 SP5 and I can log in as either the Administrator or using my AD account, which is a member of the Administrators group.  A user developed a viewset and some reports in his personal folder and asked me to move them to a public folder.  When I go to his personal folder, I can see the viewset and reports and I can open them, and I can copy/move the WebI reports, but I cannot copy/move the Exploration view set to the public folder because the Organize button is greyed out. 

The Administrator account has Full Control rights.  Is there a limitation on moving Exploration view sets that I missed somewhere?  Thanks.

To organize a explorer Info space or view set you will have to go to Explorer application and then use manage spaces and then click on the information space put it in desired places. You can not organize in any other way.

For viewset after clicking on the view from explorer application click on save as to save to to desired folder.
