PI_PHCON not creating message in CO54 until after PI Sheet completion

I need the phase confirmation to be sent for each phase confirmation when it is entered prior to the completion of the PI sheet.

I have the following process instructions (shown below) assigned to my control recipe destination and I am showing how it appears in the created/released process order.  The fields to enter the phase confirmation appear in the PI Sheet for each phase.  However, when I enter values in the fields and save the PI sheet, the process message is not created in CO54 and I do not receive any error.  When I finish entering all values into the PI sheet and complete the PI sheet then the phase confirmation messages are also created and will process successfully.  However, as previously stated I need the phase confirmation to be sent for each phase confirmation at the time the confirmation is entered which is prior to the completion of the PI sheet.  It is as if the event to execute the confirmation PI instruction is not getting triggered until PI sheet completion.  I have a modified PH_CON message which removes some of the activity fields since we are only posting time for one activity.

Hi Sherry,

there are several recent OSS notes for this area of PI-sheet
and CO54, 397025, 139073 etc.
Without knowing more details and the release you are using, it will be hard to
determine what needs to be changed. Could you kindly open an OSS message on
component PP-PI-PMA.
