Make sure for that employee IT 0008 is maintained.

And also check the below feature's are maintained

99TID - Tasks and Item groups

99DED - Determine department for the tasks & item groups

99AKD - Determine Area key

99RKD - Determine Reason

99STR - Stage relavance of approval (Due clearance, Approval, Councelling, Exit interview etc)

99ACS - general settings
