Unable to split cost assignment when it is a WBS element

All,

We enter a line item for a trip and go to change cost assignment.   We change it to WBS element and want to split it (can be absolute or percentage) it does not matter.   It will not let us do that.   We can do this with other cost assignments (cost centers for example).   I have not been able to find anything in SDN or in OSS.   It could possibly be customizations we did long ago.   Thought I'd see what others have experienced with this.

Found the issue - it was due to some customization we had done that somehow influences the behavior of the pop-up screen.
