I am trying to figure out how to change the sequence of the tabs at the top of the screen in the SAP Netweaver Portal.
I am able to do it just fine for particular customers that I have set up, by changing the Sort Priority of specific Roles.
However, I cannot do it for any of the tabs that are Admin-related (like Guided Procedures, Content Management, Content Administration, User Administration, System Administration, etc.)
Can anybody direct me to the location on the Portal where I can change the settings for these to move them in their Sort Priority?

Check also the Merge ID Priority of roles.
