In theory assuming you had a test automation tool that is able to interact with NWBC, you would be able to mass delete the objects through NWBC. That said, you should consider a superior solution. You could implement a custom program to delete the change numbers. Regarding you not being able to delete the change number, I assume it is because there are linked objects which you will have to delete first. Another possibility is that there is a bug in your system in which case I would ask you to share the version and SP level of your PLMWUI component.
