I am geting below message while running Activation at host action after running expat planning.

Personnel number does not exist. Select a hiring action

Please tell me what could have gone wrong.

I have already checked NUMKR.

Did you check authorizations? If you're not allowed for expat or else, the system won't find his pernr.

Please set up an atuhorization trace (transaction ST01) to check.
