You need to activate it with trx SICF. Check http://help.sap.com/saphelp_nw2004s/helpdata/en/f3/f8193c99f5a765e10000000a11402f/frameset.htm for details.

Just goto tcode SICF and expand sap/bc/contentserver.
Right click on tht and activate service.....
