Please maintain the user language to " en " in both ECC and Portal.

From the screenshot, that is not the UWL that you are showing.
You seem to have a display issue in Web Dynpro applications (ESS). This is probably due to a style sheet mistatch,
In terms of the UWL language, this normally takes the language that is set in the browser. The same as when setting the the language in the portal.
There is an iView property called 'Forced Request Language'. on the UWL iView This will take precedence over the browser language setting.
