I am thinking that this could be a permission issue. Do you have local Admin permissions on your PC ?
I remember I had some issues, and changed the service "SAPSMP3Service" to use "Local System Account".
I can't remember the details though.

What browser are you using? I had issues working with the SMP Admin Portal & deploying Agentry applications using IE9.
By installing and using Google Chrome I had no issues deploying the Agentry application.
