Please if anyone know transaction for BP report and also how to Know who is the user that created the BP.

Which BP's do you want to review? You can use the traditional transactios S_ALR_87012179 - Índice de deudores and S_ALR_87012086 - Directorio de acreedores there is no specific transaction to review BP's

T code is reisbp and another is reiscnbp (for viewing BP against contract) and both are standard reports.

I don't think there is any standard report for it, so you have two options:
(1) Create your own report, e.g. an ALV Grid list which displays information from table BUT000
(2) Extend one of the named reports like REISBP or REISCNBP
