CO Master Data Description Validation (in other logon language)

We would like to know whether is possible to validate if the "object description" has been fill at the time the master data is created. (CO cost center, cost element).

At the time you fill the description for the master data, is mandatory for one logon language at a time.

It is there a solution to made mandatory the description in multiple language? (customizing, user exit, etc.)
