Forbidden the goods issue by outbound delivery, before shipment cost document created

Hello,

We have the following chain:

1) Create stock transfer order

2) Create outbound delivery

3) Create shipment document

4) Complete the shipment document

5) Create the shipment cost document and enter the shipment cost

6) Post Goods issue for outbound delivery with shipment cost from shipment cost document

Sometimes users post the goods issue before the shipment cost document created.

Is it possible to prohibit the goods issue posting before the shipment cost document created?

A simple search term "Shipment cost document creation before PGI" and got the below thread which is exactly the same the only difference is for process GR and GI

Hi IIya,

Whatever little knowledge i have about Shipment module I don't see any standard Config which prohibit the goods issue posting before the shipment cost document and in  my personal view you need to write the custom code to build the validation logic.
