When creating an MIRO invoice I need to enter the supplier’s exchange rate on the tax tab and the exchange rate will only get applied to the tax amount. This is possible for an FB60 invoice but I have not been able to find configuration to enable this for an MIRO invoice. Appreciate your help.

You cannot have a seperate exchange rate for a line in an accounting document. The exchange rate is always at the document header.
That said, if you want to adjust the FX Posting on Tax Line Item, use transaction code FB41 to post the manually computed adjustment between the Tax GL Account and Forex Difference GL Account, if that is an stringent business requirement

Please make sure 'Exchange rate fixed' indicator is not checked in PO header, so that you will be able to enter the exchange rate in MIRO manually.
