Hi,
thats a transport request you need to create to transport changes from DEV to TEST and from TEST to PROD. You can see them in SE01. Best to inform about transport management in SAP.

I have created the C_request in SE01 and It worked now
My other questions are
1) When I did it yesterday , It didn't ask to enter any Customization request , It got saved without any trouble
Why today ?
2) For what prupose this request used for ?
To capture my actions in GRC as a log ?

this is not GRC specific but concepts for SAP for transport and change management. I think you need to go away and read up on configuration changes and transports in SAP before you do anything else in the IMG
if you happen to be in sandpit or demo system want to talk to you basis administrator to see if they changes the client settings to allow changed without transports

Ques:1 --> Answer.
It did not asked you for customization request because it might be already stored in some request.And now it is asking you for new customization request becuase the existing request in which it was already saved might be released from customization/config. client
Ques:2 --> Answer.
Changes to Customizing settings are recorded in Customizing requests.
When you release the requests, the current status of the recorded settings is
exported, and can then be imported into the consolidation system and, if
necessary, into subsequent delivery systems.
The client settings determine whether
When you create Customizing requests, the transport target is automatically
assigned the standard transport layer by the SAP system.
