it is a good idea to check the structure of the "*.dat" file. The "main" issue is: first you need to prepare suitable data so that you really understand how may be you need to adapt content of the file to execute an upload. Here mayn people do have trouble. Check:
You will find a lot of references to "import/export"; and simply check content of this FORUM; there are a lot of threads. Rarely the ALE option os used to load data (it is as well a "little" bit complex).

There used to be a tool called DATA Editor from TechniData/SAP that created a DAT file based on an Excel file.
- but is available as a Migration Serice which you can order from SAP via your SAP Account Manager.
