Hi,
1. Can we use system user type for RFC transaction through PI ? and is license require for this system user name ?
Yes you can use a system user. This user can be created using SU01, as far as I know, a license is not required.
2. Can we provide to SAP ALL authorization to system user type ?
Technically you can. A system user cannot be used as a dialog user so it rules out security issues for dialog users. However, your system user can be used by programs internally (which it should not have access to). So just assign the necessary authorizations to call/send an RFC.

I agree with mark.
Please check with your Basis team and ask for user ID to call RFC. They will provide the user ID with necessary authorizations.
