Hello All:
Recently, I was reviewing a Func_Act.txt file from a custom GRC AC 10.0 rule set I downloaded and found a few actions (tcodes) preceded by the symbols ^!.
Example:
Function Action
HR06 ^!ZHR_RBAMAINT
HR08 ^!P_ABAP
Any ideas on the purpose of the symbols in front of the actions (in the context of the rule set)?

That is a place holder for detailing the Critical Permissions in your rule set.
When uploading the Function Permission file/s into GRC, you also require a related Function Action file (i.e. tcodes).
As Critical Permissions means sensitive authorisation objects without tcodes/actions aligned to them, you require to load up a dummy tcode (i.e. with a prefix of ^!) in relation to the function in both the Function Action and Function Permission file/s.
This is how GRC will understand what you are uploading into the rule set.

this is used for critical permission (when you have no transaction assigned). Rule checks only access to authorization objects / permissions not to transactions (so this is just grouping entry / permission group).
