Need help to know about the issue and fix also

My application is an online shopping cart.In my application when an end user register he will automatically get some region access and for some other region he needs to send a request.After getting the access also when the user reregister himself he is loosing the access. Can anyone please suggest what can be the problem?

Specifically,

what mechanism is used to give region access to the user?

how do you keep track of what region the user has access to?

etc.
