Dashboard in pdf opens for some but not others

I'm a novice Dashboard user. I exported a dashboard to pdf and most people can open it, but there is a small group of people who all work at the same location who are having trouble opening the pdf. They say it will open but the page is blank. They all work at a hospital with very strict IT security, is that a potential reason for why they can't see the content? Is there something I can do or directions I can give them so they will be able to see the content?
