The very 1st question is - Why do you want to decommission this system ?
Now to decommission, you can follow below step, which I think should work.
If you do not need this system any more and the data/configuration residing is not required any more:
Uninstall SAP + DB - backup what ever you want.
Hand it over to OS team to uninstall/remove software resources.
Then hand it over to hardware team, so that they can dismantle the system and utilize the resources some where else required.

There is no document for decommissioning of a system.
sapinst provides an option to uninstall a system. You may either use that or stop the SAP system, disable the services (Windows) and shutdown the server.
If you have setup a new system then setup the new Solution Manager to connect to all the other systems for maintenance purposes - LMDB/SMSY/SLD
If the old Solution Manager was used as a central SLD then you can export the SLD from the old system and import it into the new system.
