I am very new to SAP , I just started working on it , I want to know whether the use of JSO connector is open source or it is commercial ?

JCo is not Open Source, but in case you already have a license for an ABAP system, there's no additional fee to pay in addition for JCo.

in principle yes. The only thing you need to have is a user that is allowed to download software from SAP Service Marketplace. JCo is available from https://service.sap.com/connectors -> SAP Java Connector -> Tools & Services.
