Is it mandatory Payroll posting(FI integration) for travel management?

Dear Experts,

Present my client not using payroll posting(no FI Integration with SAP HR) & using the ESS & MSS portal.

Is it mandatory Payroll posting(FI integration) for to Implement the travel management? is it possible with out FI Integration?

please help me on this.

We do not use payroll for reimbursements. We create employee vendors and reimburse through AP payments.
