Test author vs Questionmark : Which is Cost effective Assesment tool Evaluation for LSO ?

Dear Friends,

SAP has partnered with Questionmark for LSO Assesment tool although it has inbuilt tool like Test author in which by Learning-Net we can create objects for test .

Need to know whether a separate license needs to be purchased for Questionmark tool or it comes with SAP standard license cost ?

What are the workarounds to be done if we are not purchasing Questionmark ?

Yes, Questionmark gives some user friendly test environment but with extra cost and not suitable for small company with 500-800 employees.

So, need suggestion for evaluating the tools.
