Hi,
We have a product which is a Java web application which uses Crystal report 2008 run time library to generate crystal reports. We have developer license and we have configured run time libraries in our web application to generate the crystal reports.
We want to upgrade to Crystal report 2013. We have the following queries regarding the same.
1. What development and run time licenses do we need to buy for upgrading to Crystal report 2013?
2. What licenses do our clients need to buy to use crystal reports developed in our product?
3. Is there any way we can buy one time license and distribute it to our clients so that our clients don't need to buy any licenses?

The licensing aspect for CR 2013 should be simillar to CR2008.
As for the java SDK development Runtime for Web apps is free to distribute within your org. If the app will be distributed outside your org, you will need additional licensing and for that you must contact sales (866-681-3435). Worldwide Office Locations | SAP.

If you are using standalone reports ( no BOE) for your development, then you would need to use CR for eclipse.
