Blank penalty in Match Transform

Hi,       I am trying to prioritize the records based on the blank field penalty. But I am not finding any difference in it. I have followed the steps given in Designer and used the same example as given in the designer guide. but It does not seem to be working . I am assigning the blank penalties to the records and default record priority .But master record identification is not changed.I am setting break field also. please help me on this. It's urgent requirement for me in my project. Please respond to this posts.

Here in this project, I am setting higher penalty to secnumber field as 500 which means I want the records containing blank should have lower priority. Please check the job and let me know where I am doing mistake.
