There used to be a section where you could post a Problem (when working on a Project) and People in the community helped to solve the issue.

Does this section still exist? And if yes, can somebody tell me how to get there?

The  SCN Site Index can help you posting your content in the right space. Another blog explains how to Find Topic Spaces on SCN (Forums)

About SCN is certainly not the right place to post application specific questions.

You can still post your problem in the discussion section and one of us will try to help to resolve the problem for you.  Before we can do that, can you let us know what is the problem you are experiencing? 

If this is a general problem regarding SCN, you may want to create a discussion topic in SCN SAP Community Network (SCN) page - http://scn.sap.com/community/about.
