BW Workspaces and Customer Namespace /BIC/ setting

Hi, I'm just having a go at creating a BW Workspaces and I fell at the first hurdle .  Can anyone confirm if the 'Business Information Warehouse: Customer Namespace’ needs to be set to Modifiable in SE06? Or do I need additional authorisations? I am an administrator in the BW system.
