as background they used an empty cell and imported that image. The chart is set above that empty cell.

Take a cell and insert an image, and use it as a background.
For round borders also, create a background image with round corners, and make it as a chart background, and remove borders to the chart.
i.e overlapping existing(Background) with the chart.
