In form 'USEREXIT_FILL_VBRK_VBRP' of program 'RV60AFZC', we cannot get value of field 'VBRP-NETWR'. We want to compare VBRP-NETWR with other values.

Have a look at function module RV_INVOICE_DOCUMENT_ADD. It contains call to BADI BADI_SD_BILLING method INVOICE_DOCUMENT_CHECK as well as several enhancement points where you can add your code.

In trx SE80, display package VF_BADI "BAdIs for Billing", then browse under Enhancements and it's all there.
