In that context, “Flight Order“ is the agreement in addition to the Operator Contract which contains detailed information about the flight (made optional/confirmed) and Flight Schedule.
For PCM I think Flight Order is a reference to the direct operating costs, PO's and invoices made upon each planned flight.
The Flight order data may consist of data like:

It's a way of exploiting the already provided dimensionality (tables) in PCM: LineItemDetails, LineItemValues, ResourceDriverValues, Time, Periods,...
Including the modelling using attribute hierarchies & assignments in PCM.
