Generation of RTI cluster during mid year year go live?

HI All,

we are doing a Mid year go live and entered data in T558A and T558B T5G_DTONI tables, along with Mandatory Infotypes (0000, 0001, 0002, 0006, 0007, 0008, 0009, 0065, 0069, 0071, 007, ).when we run the payroll with schema GLK0 . RTI and RTINI clusters are not getting generated. Please let us know if this is a standard behavior or we are missing something. Please Note that, we have maintained the features  GBPGL , GBCHG, GBIT9, GBRTI.
