Using List View selector to link to other tables

I've set up a list view as follows

State     Actual $     Budget $

NSW     $2,000          $1,000

VIC       $5,000          $3,000 

I would like to be able to click on NSW and then have a Bar Chart display all the sales regions in NSW - Actual vs Budget

The Bar chart data is in a separate table. I don't seem to be able to reference this table with the Insertion options

I've noticed List View only lets you choose Row and not Filtered Row,

Is there an easy way to link the List View to the Bar Chart?

Used the combo box to achieve this, please unzip the attached text file drag and drop into the dashboard and check it.

Was hoping there was a way to do it without the combo box but this will do the job
