Cost Component Structure

Dear Experts,

I have a doubt why and when cost cost component structure shows values in the columns of Fixed and Variable for Over Heads,

in the below screen shot system showing Material & Fright Over heads under overall and variable columns.

2.Product overheads are showing under overall and fixed columns.

3.some other material its has shown all overhead costs under Overall ,Fixed and Variable columns.(screen shot not attached)

for all in the cost component structure maintained as Fixed and variable cost radio button.

Can some one help me out what is the difference?
