Did you set the handler for the restgui to CL_HTTP_EXT_ITS_BASIC? If not, go to transaction SICF, click execute, then open default_host -> sap -> restgui. On the 'Handler List' tab change the handler from CL_HTTP_EXT_ITS to CL_HTTP_EXT_ITS_BASIC.

There are a few steps in the IMG you have to perform. Please do the following:
1. Go to the IMG via transaction SPRO
2. Go to Cross-Application Components -> SAP Screen Personas -> Maintain Systems
3. Enter your System ID, Client, Group and Description
4. Select the 'System Settings'
5. Enter the 3 properties as such:
a. Server.Url - http://{url of server}:{port}
b. Service.Uri - /restgui
c. Sap.Language - {Language Key} (Ex. EN)
6. Save this and back out to the IMG again
7. Go to 'Maintain Whitelist URLs
8. Enter a * in the table
Let me know if these are completed. After that, you have to assign your user to your system in /persos/admin_ui.

But , in Maintain System I write IDS .

In System Settings, you have the IP address with the port... however you are accessing Personas with the system name instead.
Replace the IP address with the exact same system name you use in the Personas URL and test the access again.
All other configuration seems to be OK, based on your screen shots.

I don't think it's your roles, but here is what I have for the Persona Roles:
You should be ok if you have assigned the ADMIN_ROLE to your user and assigned your user to the system. I do agree with Tamas that you should be using the fully qualified domain name instead of the IP address. I've had some problem with mixing these two. Please let me know if you need any further screenshots.
