Please follow this link.
You cannot create a confirmation as a follow-up to a service order unless the header and item status are set to released, this is a standard functionality. You need to release these service order for further execution of the order service. These are expressed in status release, at these time follow-up transaction are triggered.

Hi Biswajit,
This error occurs when the ECC replication is not done correctly for the preceding Service Order.
Please make sure that the CO integration postings are replicated correctly to ECC and also if sales order is replicated in ECC if you have a sales line item in the Service Order.
Until unless all replications are fine, the system will not allow you to create a confirmation.

may i know in which status you service process is in ?
Unless service process is in "Relese" / " Complete" status we can create a followup. Any ways that depends on your business scenarion..........
