Try to replace/copy saplpd file of gui version 740 with the old one i.e from gui release 731 at OS level and try again.

sorry, but this answer can't be correct.
If saplpd 7.40 is firing an Access Violation (exception number 0xc0000005), then there is a bug in the 7.40 which needs to be reported - otherwise no one will probably correct it.
Using 7.30 instead can only be a workaround.
And even in this situation I would prefer to use official uninstall/install tools instead of manually copy files to the folders.
Manual copy operation may corrupt your installation and the installation tools may not be able to handle this correctly.

If SAP is no longer supporting SAPLPD then why are they distributing an updated version...?

Note that the failure point is in the SAP Supplied, Microsoft-authored "mfc110.dll" module.
I applaud the resourcefulness of this group, and hacking a piece of the 7.30 distro onto the 7.40 install will most likely work but that's not a long-term solution.
Has anyone gotten a response from SAP on this error?

is the result of a programming bug and can't be fixed using this forum's help.
If you are not already running the most current saplpd, try the most current one.
If you are already using the most current one please file a new incident at support.sap.com.

As fas as I know SAPLPD is obselete and thus not supported by SAP since long time.
You need to you sapsprint or xsprint instead.
