what caused the Archive spawner to go down

For the VIM module, we found this in the operation manual on Archive Server monitoring :

Archive server has below two important services which should be up and running:

Apache tomcat service

Archive spawner

May I ask what caused the Archive spawner to go down? How do we ensure it is up and running all the time?
