Dear Gurus,
One of our client wants system to calculate forecast based on past consumption. User dont want to enter or create any forecast or PIR. He just wants a qty to be determined by system considering historical consumption.

I think you should use Consumption Based PLanning.
Please read the SAP Help:
Consumption-Based Planning - Material Requirements Planning (PP-MRP) - SAP Library
consumption-based planning procedures use past consumption data (historical data) to calculate future requirements with the help of the material forecast or static planning procedures
The user will not need to enter the forecast.. it will be generated automatically by running a job.

How do you expect without forecasting future requirements gets created based on past consumption.
You can consider extracting the consumption from below methods and directly uploading PIR through below standard BAPIs.
You can get all the consumption details in MB51 report by selecting relevant movement types and Also you can refer tables MVER and MARD.
PIR Uploading and Changes can be done through these 2 BAPIs BAPI_REQUIREMENTS_CREATE and BAPI_REQUIREMENTS_CHANGE
Try to convince your business users on standard SAP procedure where there is no such provision for creating future demand based on past consumption without running Forecasting.
