Is it possible to exclude notifications from Infotype 0128 if slip is empty?

We use Infotype 0128 once in a while, but to prevent that a notification is printed while the rest of the slip (the information in the windows) is empty, we have to make a very complicated selection. To save time, we'd rather create Infotype 0128 for everyone the payroll will run for, but If the windows are otherwise empty, it should result in no slip at all. But somehow the notifications cannot be put in a single field, but it has to be put in a window, and table T512E, field DIFAR responds only to wage types from table RT, table TXT is not taken into account. Has anybody found a solution to this problem? Thanks in advance!

Some of our School Boards have "Generic" messages that are valid from the Hire Date up to the end of time, but in order not to print Remuneration Statements (PaySlips) for nothing we enhanced/modified the program for "Zero-net Check" so that it would not generate a Remuneration Statement if the employee has a Zero-net pay and no arrears or claim.

That change was done around 2001, but it was kept when we introduced the possibility of sending them by e-mail (so that no e-mail is sent to employees who don't need one).
