Maniplulation of discount in issue for production

What is the use of discount , when the material is issued for production ? How is this discount calculated while issuing material for production ? I have a raw material whose cost is Rs.78. While issuing it, -98% discount was given and its rate is Rs.154. The material was issued against it. How was this discount given ?

I created the production order as per the given note. In the note the discount percent is 90.57% but in my issue for production it gives 46.9147 %. Why is this variation created ?

I am getting 46.9816 % in my discount fied.
