It is logical to have this feature on the creation of an account depending on your business scenario you might want a prospect to be contacted by a certain sales department.
On the other hand I must say that on my experience most of my customers didn't wanted this feature as they don`t proceed with this kind of flows.
You can easily customized web ui in order to hide that Assigment Block.
