Version of the RELID structure unknown (see details) on SP07

I am getting this error while trying to scramble the PCL1-TX cluster table as we are trying to remove all the free text within our system.  However we are getting the error that the SAP Note: 0001827940 SAP LT V2 SP05: Unknown RELID version in conversion Addresses.  This note is already implemented into the system as I have checked and yet the error persists.  Is there something I am missing, or is there a work around for this issue?

**There is no DUMP associated with this error.
