I create a template table as a target object and then if I log out an log back in to data services - it has now become permanent.
Is this a new feature. is there some way to disable this

This is not a feature. This is a real bug! Have exactly the same problem. Sybase ASE. Data Services 4.2 SP3.
repository is Syabase ASE 15.7
It will never happen, because template tables are created at the time of running the job. I am working on 4.2 and not seen anything like that. May be you are importing it in datastore or some other user has access to your work.
I assure you this is happening
see attached document.
I create temp tables
- run job
- verify that they exist in as temp tables in the object library
- exit designer
- log back in to designer
- tables are not longer temp. they are permanent tables now
