First try to understand the meaning of What if analysis. The sliders in your pictures are input indicators which as a business user or as per your business requirement you are setting or playing with them real time. Suppose as in your picture these sliders are set as per your business requirement e.g. you want your COGS to be at 45% as % of sales. So once you set that horizontal slider of cogs to 45%. In the progress bars above which are your output indicator component you are going to get the amount in term of COGS you should have achieved or you want to achieve.
You are saying why not 100%. If you take every thing as 100%. That is called real picture and it is not what if analysis.
