There can be many rules, depending on the Country, the gender, the employer, and the "previous absence". For example, in Canada, a woman could be on "Preventive Leave" (an absence associated with the Sick Days Quota) before giving birth, then as of the date of birth, entitled to 2 weeks at X% of Basic Salary, followed by 15 weeks at X.% of Basic Salary less Employment Premium received, followed by 35 weeks of unpaid Maternity Leave, while the father may only be eligible to one week Paternity Leave at x% of Basic Salary and 6 weeks unpaid Paternity Leave.
All would be managed though these "Maternity Absence Rules".
In that screen, select a field and activate the "Help" icon (or F4) to get more information on that specific field.
Look at SAP's Model Rules, look at your requirements, search for documentation already available online (scn's wikis, help.sap.com, etc.) and try creating some rules.
