SE16N is one of the standard SAP table browsers. When you run in background, the SE16N transaction executes a batch job using the report SE16N_BATCH.
As to why this job is being executed, you will have to speak to the person who originated the job. One possible reason is that many people like to use SE16N as a crude report.
