No - that is not possible.

So if conversion is a necessity for PM integration, is the solution be like to remove the device info records and then install device?

Yes - device info records are meant to handle scenarios where no service is executed by the utility company and only billing processing is required.  Generally, DIR would only be used by a retailer or a billing agent.
