Hi,
Go to system Admin -> Monitoring.
There you can see what objects are locked. Select them and click unlock.
This should solve your issue.

Hi,
Are you trying to edit any records inside any particular application?
What type of application? In most cases it will be application related.
You are able to login to portal and access the portal roles?

Hi Keu,
follow the below steps, not sure the issue can be resolved. this is also one of the trick to resolve this issue
1) Go to content administration
2) GO to the PCD objects
3) right click on any one of role and open it
4) then as per the issue you can see lot roles in opend position there
5) close all the roles
6) restart your portal and check
the issue would be resolved
Cheers
